| چکیده | ||
| هدف اصلی این مقاله، شناخت اشکال تعامل دولت و اقوام ذیل وضعیتهای مختلف ساخت قدرت در دوران سنتی، مشروطه و پهلوی است. روش پژوهش، کیفی از نوع تبیینی-تاریخی است و از چارچوب نظری ساختار فرصت سیاسی برای تبیین پویاییهای روابط دولت و اقوام ذیل ساختهای قدرت در پیشا مشروطه، مشروطه و پهلوی استفاده شده است. در دوره سنتی(پیشا مشروطه)، ساخت قدرت مبتنی بر همکاری دولت و اقوام بود. از این رو قدرتهای متنوع در عرصه حکمرانی، یکدیگر را در یک منطق و نظم مشخصی متوازن و تعدیل میکردند. در نتیجه از تسلط مطلق یک قدرت بر دیگری جلوگیری میشد. از تداوم این سیر رابطه بین دولت و اقوام در چارچوب تبادل زمین و منابع، بسیج قدرت در قالب جمعآوری لشکر و مالیات، نوعی پراکندگی قدرت در ایران تثبیت و بازتولید میشد. در دوران مشروطه به دلیل ساخت قدرت پراکنده و غیر ایدئولوژیک ملوکالطوایفی و رسمی شدن این سازوکار با تصویب قانون انجمنهای ایالتی و ولایتی شکل غالب تعامل دولت و اقوام مبتنی بر همکاری بود و به تبع آن تحرکات قومی در چارچوب خودمختاری محلی در ساخت قدرت ملوکالطوایفی صورت گرفت. اما در دوره پهلوی با گذر از ساخت قدرت ملوکالطوایفی به ساخت قدرت متمرکز و ایدئولوژیک شکل غالب تعامل دولت و اقوام مبتنی بر منازعه و به تبع ساخت قدرت، تحرکات قومی از جنس خودمختاری خواهی واگرایانه شد. | ||
