| چکیده | ||
| نفت و گاز منابع پایان پذیرند و بیشینه سازی منافع ملی همراه با حفظ منافع حال و آینده در بهرهبرداری از این منابع بسیار با اهمیت است. ثمرده کردن نفت از مصادیق حفظ منافع ملی است. در این راستا و با توجه مقدمه سیاست های کلی اقتصاد مقاومتی که تاکید بر اقتصاد درونزا و برون نگر شده است، هدف بین المللی شدن شرکت ملی نفت در این پژوهش دنبال شده که از مصادیق ثمرده کردن سرمایه ملی و استراتژیک نفت است .همچنین سبب تبدیل این شرکت به نهادی فراگیر در اقتصاد کشور خواهد شد و تخصیص بهینه دلارهای نفتی و سرریز منافع آن به نسل های آینده را پی خواهد داشت. به کمک نظریه چهارسطحی ویلیامسون ،تحلیل چارچوب نهادی اُستروم و نظم های اجتماعی نورث ، بخش بالادستی نفت مرورتاریخی و قواعدی و تحلیل اجتماعی شده. بازیگران و محیط نهادی بخش بالادستی نفت ایران مورد تحلیل قرارگرفته شد. هدف بین المللی شدن هرگز جزو وظایف شرکت ملی نفت ایران نبوده است.برای موفقیت در بین المللی کردن شرکت ملی نفت ایران باید در بُعد سازمان افزار فناوری بخش بالادستی نفت ایران تمرکز داشت .همچنین نیاز به همگرایی دولت با این هدف و تغییر نظام تدبیر امورمتناسب با شرایط فعلی مخازن کشور و توانمندی انجام عملیات نفتی موفق درون و برون مرزهای کشور است. قدم اول برای ساخت یک نهاد فراگیر در بخش بالادستی نفت ایران ، قانع کردن نهادهای استثماری بهرهمند از رانت نفت است بر این مبناکه اعمال چنین تغییرات نهادیی سبب کاهش بهرهمندی از رانت آنها نخواهد شد. | ||
