| چکیده | ||
| در طول تاریخ، ملتهای بسیاری شکل گرفتهاند؛ ملتهایی با مشخصههای گونـاگون کـه گـاه بـا تکیـه بـر ویژگیهای مطلوب خویش رهنمای نسلهای آینده شده و جوامع پس از خود را شکل دادهاند وگاهی در قالـب مللی فاقد تشکل و کمبهره از خردجمعی، به دلیل ضعف مدیریت و سوء تدبیر منقرض شـده، از اذهـان و یادهـا محو شده و به تاریخ پیوستهاند. بنابراین سؤالی شکل میگیـرد مبنـی بـر اینکـه »چـه عوامـل و الزامـاتی موجـب میگردد که ملتی واحد و خردمند شکل گیرد و تداوم یابد؟«. در مقالهی حاضر، با هدف پاسخ به پرسش فوق، تلاش شد با تحلیل نگاشتهشدهها در حوزهی ملتسـازی و حکمرانی خوب با استفاده از روش نظریهپردازی داده بنیاد و تحلیل محتـوا، عوامـل موجـد ملـت و راهبردهـای تداومبخش موجودیت آن بازشناسی شوند، و بدین ترتیب الگویی متشکل از سه جزء تدوین و طراحی گردید. به منظور ارزیابی، تعدیل و اصلاح الگوی طراحی شده، با استفاده از روش دلفی و ضمن مراجعه به خبرگـان آگـاه در زمینهی پژوهش مدل، طی دو دور دلفی مدل در اختیار هفده خبره قرار گرفت. در دور دوم دلفی مدل مـورد تأیید خبرگان قرار گرفت و بدین تریتب الگوی ملتسازی پایدار به مثابه رهآورد ملتسازی در پرتوی حکمرانی خوب اصلاح و بازطراحی گردید؛ الگویی متشکل از سه جزء: الف( الزامات آغازگر ملتسازی )هویت ملی عام و خاص(، ب( راهبردهای تداومبخش فراگرد ملتسازی )عدالت اجتمـاعی، کارآمـدی حکومـت، شـهروندی، جامعـهپـذیری سیاسـی( و ج( پیامـدهای حاصـل از تـدوام موجودیـت ملـت و فراگـرد ملـتسـازی )انسـجام و یکپارچگی ملی، اعتماد عمومی، صلح پایدار، توسعهی متوازن و پایدار، مشروعیت ملی و فراملی. | ||
